There is an offense here in the United States that is referred to by the initials DWB. It's not a federal offense, it's not on any state's books, it isn't even a local ordinance. In fact, I don't know of any place that this "crime" has been codified. And yet, "Driving-While-Black" is so serious that if you are "guilty" of it, you will be pulled-over and insulted several times per year no matter who you are.

I'm not being facetious. People of color are routinely harassed here in this country by law enforcement based solely upon the color of their skin and the depth of the officer's racial prejudice. It is assumed that if you are black and driving a nice car, you must have stolen it. Or if the car isn't nice, you probably broke some other law and the officer will still pull you over just to have a look.

If you think I'm making this up, I wish you were right. You're not. We have statistics and the sworn testimony of dozens of outstanding citizens. Some of them are Members of Congress! Can you believe that? The Los Angeles Times ran a large story about this today. Former prosecutor turned Congressman Elijah E. Cummings reports being pulled-over by police four or five times per year for driving his Acura. The officer always blows off the reason for the stop as "just checking" to see if the car is stolen.

I have a suggestion that, I think, will immediately end this problem without costing taxpayer's any money or adding any burden to police disciplinary functions. Any time a person of color is stopped by an officer without cause (no citation or ticket is overturned by the court) the citizen (white or black) would file a complaint against the officer (which they could do anyway). Then, if the officer accumulates more than two complaints within any rolling-12 month period, the officer would be TERMINATED WITHOUT PAY.

Right now, there is no punishment for officers who target people of color. In fact, Republican's in Congress are fighting efforts to even gather statistics on how often this harassment takes place across the nation. I say, discrimination is illegal and we don't want or need cops who are racists. If they have evidence of a crime (like the license comes up on a search for stolen vehicles, etc.) THEN TAKE ACTION. If you just don't think a "nigger" has any business driving an Acura, TURN IN YOUR BADGE.
